The League of Women Voters of Minnesota (LWVMN) has issued their Observations and Analysis of Minnesota’s 2024 Post-Election Review (PER). The report, presented to the Hennepin County Board of Commissioners at its Oct. 14, 2025 meeting by LWV Minneapolis, summarizes observations in 43 of Minnesota’s 87 counties by 160 trained, nonpartisan observers. Based on an analysis of the PER and election certification challenges following the 2024 general election, LWVMN is pleased to report that Minnesota’s elections are transparent, verifiable, and accurate.

The PER is conducted after every statewide election in precincts randomly selected by the County Canvassing Board. Deputy election officials hand-count the ballots and compare the results to the original machine count. Absentee ballots are centrally counted with each precinct’s election day votes, and any differences are investigated for an explanation.

Across the state, independent LWVMN observers found the process to be conducted openly and above-board by election officials who closely followed state law and guidance from the Office of the Minnesota Secretary of State’s Post-Election Review Guide. There were no outside disruptions reported in 2024, and volunteers witnessed dedicated elections staff administering our elections.

Lastly, as detailed in the report and Election Certification Blog, administrative errors in Scott and Sherburne County led to recounts, court review, and subsequent legislative changes, proving the system’s ability to detect and correct any errors.

“Minnesota has clear election laws from the rigorous voting machine selection and pre-election testing process to the security measures followed on election day. Our observation of the Post-Election Review proves that through the dedication of election workers and transparent election certification processes, Minnesotans can and should trust our election results,”said Civic Engagement Director Sam Streukens.
